Both members and alternates attend meetings and participate in the discussion and work of the committee.
Members vote on motions that require a vote. When an alternate is filling in for a member who is absent for a vote, then that alternate may vote.
Mr.Chapel is a regular voting member of the Committee, serving as Mr. Keller's designee. Mr. Keller will cast votes in the event of Mr. Chapel's absence, but both will not be voting at the same time on motions.
